My current dresser set was previously painted with chalk paint and sealed with wax (I don’t recommend) and I was able to sand it down quicker than you’d ever be able to sand latex paint and start over. However if you use wax, painting on top of wax is not recommended. If you use poly as a top coat you can definitely paint over it.
