My current dresser set was previously painted with chalk paint and sealed with wax (I don’t recommend) and I was able to sand it down quicker than you’d ever be able to sand latex paint and start over. However if you use wax, painting on top of wax is not recommended. If you use poly as a top coat you can definitely paint over it. Doors should be sealed with a good quality exterior primer followed by at least two topcoats of either an oil-base or latex resin-base exterior paint. Sand lightly between coats, making sure that all surfaces and edges are covered every time a coat is applied. Clean door of dust before applying the next coat.
